CLERK AND RESPONSIBLE FINANCIAL OFFICER
7 hours per week, although another hour per week may be available.
Currently SCP 15. This can be negotiated depending upon experience and relevant qualifications.
Lach Dennis Parish Council is seeking to find a Clerk/RFO to work 7 flexible hours per week, although another hour per week may be available. There are 6 bi monthly Council meetings each year plus an Annual Assembly. The villages of Lach Dennis and Lostock Green are both within our Parish Council and are small rural communities of around 300 households altogether.
The clerk acts as proper officer managing Council business and assists and advises Councillors on the formulation of policies, decision making and legal and financial obligations. As the RFO, the Clerk prepares the agreed budget and ensures that the Council’s finances are accounted for in accordance with appropriate regulations. The Clerk is responsible for the administration of all Parish Council business in accordance with Standing Orders, the organisation and administration of all parish Council meetings and as the RFO, for finance in accordance with financial Standing Orders and the annual audit return.
The successful candidate will work from home, using a provided computer and printer and will be the primary contact for the parish Council and undertake tasks allocated by the Council. Full training for the role can be provided.
The position will comprise:-
- Receiving and dealing with all correspondence to the Council, by post or email.
- Preparing Agendas and accompanying reports for all Parish Council meetings.
- Ensuring the web site is up to date. Training can be provided for this.
- Taking minutes
- Liaising with other organisations as required by the Council.
- Representing the Council at meetings with outside bodies.
The successful candidate should be enthusiastic and self-motivated, possess competent IT skills, be a good communicator, both written and oral and as adviser to the Council either have the knowledge of local government legislation or be prepared to learn and access that legislation. It would also be desirable for the applicant to be interested in parish activities.
The Clerk will be employed in accordance with NALC/SLCC Terms and Conditions agreement.
